several other problems with escape to subway tunnels and down arbitrary manholes:
NYC subway tunnels are substantially built under the water table. the pumps that are used 24X7 to keep the tunnels and subway stations dry actually constitute a large portion of the city’s public service power consumption. should the power grid collapse and the nuclear attack take our any back up generators for the pumps, most of subway tunnels and stations will flood within 12 hours. So the subway stations can not be used as sustained shelter in the case of a real nuckear war in which the nuckear exchange may be protracted with follow on attacks after the first one.
the vast majority of manholes in the streets of new york do not lead to the sewer, but to a huge array of service tunnels carrying power, steam, communication throughout the city. these tunnels are not necessarily generally mapped, once the original entrance to these tunnels are blocked, there is no guaranty the tunnels leads anywhere else where escape from the tunnels is possible. also steam tunnels may well be a death trap due to rupturing of decaying 100 year old steam pipes under seismic stress of ground shockwaves
