It's an accurate and moving depiction of the firebombing of Kobe, Japan. A lot of people don't realize that in addition to the two atomic bombs, firebombing of many cities killed many many people. 

The movie has been described, by Robert Ebert and Time Out London, as one of the greatest war movies of all time. 

I know someone who lived through (barely) the firebombing of Osaka, and she says the movie is the only accurate depiction of war she has ever seen.
