The sighing and gasping of hell are the cold & heat.
Fire is rapid oxidation. The phenomenon at the surface of a black hole is not rapid oxidation and is not fire. Therefore it doesn't match the description.
Just because fire is hot doesn't mean that all things that are hot are like fire.
