So, I concluded that prisons probably don't exist.

Because there was nobody at a prison you concluded prisons don’t exist? That’s like going to a house, finding no one at home and concluding that houses don’t exist.

I had two competing hypotheses: one is that prisons exist and the other is that prisons don'r exist. The observation that there was nobody at the prison in visitor time is more easily explained by the hypothesis that prisons don't exist.
