Nope atheism is merely a lack of belief in the theist claims it makes no claims in itself. It's not a philosophy as there is no unifying principles or beliefs that are exclusive to it and no principles of any group or person you can exclusively point to that are a result in said lack of belief. So pointing to the Soviets or individual non believing figures to try invent such a thing is an act of futility.
