I just looked that up.  Deuteronomy 32:8-9 and the verses after clearly state that Yahweh (the Lord) was the god of Israel only, and was not the Most High.

When the Most High divided their inheritance to the nations, When He separated the sons of Adam, He set the boundaries of the peoples According to the number of the children of Israel. For the LORD’s portion is His people; Jacob is the place of His inheritance.

Then there’s 32:12:

The Lord alone led him; no foreign god was with him.

Note that it doesn’t say ‘false god’, just ‘foreign’. The clear indication is that the author(s) didn’t dispute the existence of other gods.

And again in verse 16:

They made him jealous with their foreign gods and angered him with their detestable idols.
