stealthy military aircraft operating in or near civilian controlled air space carry lungberg lens radar reflectors that allows it to be detected and tracked like normal aircraft by air traffic control radars. but air traffic control radars don’t have great coverage of low altitude in hilly terrains and don’t necessarily have great data refresh rate, so it it were operating below, say 1000 feet it may not show up on any radar or show up only intermittently.
