It is very clear that Putin has a pan-slavism fantasy to project. Kazakhstan, Mongolia, Belarus, etc. are not nearly as valuable as Ukrainian soil, but Russia still maintains very good relationships with said countries (except Ukraine) because of the pan-slavism agenda that is embedded within the silovik circle-jerk. Aleksandr Dugin is a major influential figure for Putin, and is more than likely why Dugin's daughter was targeted.
