As a former Libertarian, it baffles me too. He is not about small government, he's about manipulating government to his own benefit, even if that means it's intrusive.
I think this is the Lib party's attempt at maintaining relevance when both extremes are invested in using government for their own ends. But it's a sell-out.
On a larger scale, I think this will turn off a few Libertarian voters from even showing up to the polls at all.
