You'll see when you read the forum rules. The 30/30 rule has to do with when you're allowed to post links. You have to be here a certain amount of time and make a certain number of posts.
If you want to bring up a certain topic (criminals?) you can start a thread without any links and just describe the topic in your own words. They may still censor you, but this is more likely to be allowed.
