"Experienced" does not mean competent, no more than "educated" means intelligent; and to say that the US government is a large organization, with countless individual cogs making up the machine being a laughable understatement.
That the old guard gets complacent, loses their edge, can't keep up with modern technology, and keep their job simply due to seniority or brownnosing is not some rare occurrence - it is the norm. Whatever laws they decided to pass to try and protect those cushy, taxpayer-funded careers *have* to be torn down.
I was an assistant manager for four years as well as being on the board of directors of a mid-sized NPO for three years. Is there a point to your question?
I thought the point was quite clear; would you continue to employ someone incompetent merely based on the merit of, "experience?"
I would hope not.
