"Experienced" does not mean competent, no more than "educated" means intelligent; and to say that the US government is a large organization, with countless individual cogs making up the machine being a laughable understatement.
That the old guard gets complacent, loses their edge, can't keep up with modern technology, and keep their job simply due to seniority or brownnosing is not some rare occurrence - it is the norm. Whatever laws they decided to pass to try and protect those cushy, taxpayer-funded careers *have* to be torn down.
I was an assistant manager for four years as well as being on the board of directors of a mid-sized NPO for three years. It doesn't always mean competent, but to pretend that competence is the criteria here is dishonest.

All this will do is encourage civil servants to avoid speaking frankly or taking any kind of initiative. That worked so well under Communism.
