What is he exposing about USAID funding and how is it good?

He is showing us where the money goes.

No he's not, it was duplicitous nonsense, and we already knew where the money went, that's why we know it is duplicitous nonsense. 

It's good because we should know what the government is doing.

We already knew, how stupid would someone have to be to imagine USAID operated without any oversight? Newsflash, the facts don't mesh with Musk's rhetoric.
