Yes, that makes sense. Musk is making a show of cutting agencies, while the car ban is more of a trade/commerce thing. So far (as I understand it) he isn't directly working on any of the tariff or import/export stuff.
It looks as though the reasons given publicly for blocking Chinese car sales have to do with security concerns. As if Chinese goods aren't already everywhere. But the desire to give a sales advantage to US companies wouldn't be unusual, and would be in line with other things Trump says he'll do. I hope Elon doesn't get to be in the room for those deliberations.
