No, he really did care for "true" germans. He wanted happy, healthy, mentally and physically strong people. Its a big part of the nazi cult. Of course happy and healthy people tend not to dissent, thats a bonus. However one needs to have a look for the bigger framework too: The individual was not the end, the Volk(skörper) is. Society does not serve the well-being of individuals, but individuals are supposed to serve the Volk (like ants). Only happy and healthy individuals can serve as soldiers in wars. Only happy and healthy individuals can bring progress to the state/Volk/race. Its was the Nazis that expanded social security/welfare state way more than the Weimar Republic, even during wartime! Trump does roll it back where he can, for everyone.
He/they cared for people, but not as a goal, but a means to an end. In this aspect, i really think they were less bad than Trump and consorts: They exclusively care for themselves, for whatever reason. Therefor, its even irrelevant where they put the line between "real americans" and everyone else. They dont care for either one.
Looking at this aspect only (and ignoring wider repercussions like global war and genocide), if i had to choose between living in Trumps USA or Hitlers Germany, id chose to be a "true German" in Germany. In Trumps USA, everyone gets screwed over.
