South America is in tatters due to CIA involvement.
Africa... well... that's mostly Europe's fault.
Asia/China/India, they don't care that much.

I think Thump’s point is that US relations were better (if somewhat tense) with all the areas you mention than they are now. They were more willing to accept the soft power the US wielded - more adroitly than not - than they were to accept the same from Russia. This acceptance necessarily created a measure of trust.
This is no longer the case. Love the US or hate it - and a case could be made for both - it can’t be sensibly denied that American influence engendered a certain measure of stability, particularly in Africa and Asia.
