Well, it's not quite that simple, and ignores the main point: Trump doesn't care what's legal and what isn't. Neither do his pet Congress or his pet court.
It’s exactly that simple. You’re not wrong in saying Trump doesn’t care about the rule of law, but the fact remains that Congress gave him the legal authority to impose tariffs.
