I'll point out the obvious that that 747 in addition to not having the equipment needed for Air Force One is not remotely secure. It could be thoroughly bugged, the avionics could be hacked to be remotely controlled, hell, it could even be rigged to explode. How long would it take to go through the entire plane and be sure it's safe? Even then, could they be sure there are no deliberate flaws hidden in critical areas of the air frame?
I don't see any way the Secret Service or the Air Force would buy off using this plane for any government business - let alone as Air Force One.
