We need a government that would criminalize religion, execute those who refuse to give up their pointless faith, and re-educate everyone in the name of science and progress (especially kids).
I know they're gone already, but a secular government is one that is officially neutral in matters of religion, neither favoring nor opposing it. The government they're describing is not secular at all.
