How would your councils deal with armed revolution? I ask because what you’re describing sounds like some sort of benevolent oligarchy. The trouble with those is that they never stay benevolent.

To be fair, a governing body of literal dogs would be better than Republicans. It would be better than what we have but the people would never go for it.
I imagine the law enforcement council would deal with them. There of course would have to be a judicial system involving trials. That's a tricky one. I imagine they'd have a jury system like our own.
