In Heinlein's Starship Troopers (the novel, not the abomination of a movie), he envisioned a society where voting was restricted to those people who had served at least two years of federal service. This service was usually, but not exclusively, military service. The idea was that people who had voluntarily served the State would be more likely to vote for the betterment of the State.
This seems to make more sense than voting by IQ scores or handing the reins of power to oligarchs and hoping for the best.
