To be fair, the idea of putting a reactor on the moon dates back to the 50s and 60s. NASA has been tinkering with it for a while and their Kilopower program aims to deliver something in the range of 1-10 kiloWatts. The USA and the USSR launched nuclear-powered satellites back in the day, and at least one of them crashed back to Earth.
This is probably something that will need to be done eventually for a long-term base on the moon, but Trump's stated reasons for doing it are pure imbecility.
