Having a beard is prima facie evidence of wrongness.
Therefore if they have beards it's reasonable to require them to show why the presumption shouldn't apply to them.
We aren't unreasonable people, there is an appeals process available. If these people are unwilling to have themselves dunked in a river to have their lack of buoyancy prove their innocence, well I have no sympathy at all. We even tried to give prisoners an introduction to the watery appeals process until the damn bleeding hearts stopped us.
