The UK is not a theocracy in that there is freedom of worship,which is not usually the case in a theocratic state.
I really can't see that there is a problem. It's also moot; nothing can or will be done while secularists are in the minority without political power.
You're incorrect on two counts:
The British Monarchy is not powerless. Among many other forms of power, the Queen still has the theoretical right to appoint a Prime Minister if required. http://www.royal.gov.uk/monarchuk/queena...nment.aspx
There are theocratic nations in existence that allow citizens "freedom of worship." Vatican City (Roman Catholic Theocracy) is a good example of such.
