PLUS, The Vatican HAS NO CITIZENS,only residents. Each resident (including the Pope) retains their original citizenship only. The Vatican is a defacto state because many(not all) countries recognise it as such due to cynical and meaningless Lateran Treaty of 1928 with Mussolini. TECHNICALLY (under international law) the Vatican is NOT a state. It meets NONE of the criteria for statehood, beginning with territory and citizens.
