How do you mean test?

To see if someone is good or evil or truly knows the scriptures maybe.

You misunderstand the Bible, the scriptures are there for us to learn from. The OT and NT go hand in hand, one can nor survive without the other, both are about Jesus Christ.
God loves those who believe and those who do not and the same goes for me, you have no choice in this matter. That puts the matter of total free will to rest.
