Just because someone claims to be a Christian does not make them one, I could claim to be an astronaut that doesn't make it so, there are no signs in my life that would show I am. Paul thought he was doing the will of God when he was killing Christians, God set him straight, and Paul was able to see he was wrong about his own self, and those Christians Paul was after were Jews. What Paul did not realize God was going to scatter the Jewish nation across the world and destroying the Temple was the start of this. God did this to lower the opposition to Christianity from His chosen nation and allow His plan to continue as planned. Their rebellion against God cost them a lot, again. Paul's original good intention was outside God's will and actually was not good at all.
Non-believers didn't proclaim they are doing it for "nonbelievism".
