I believe the 10 commandments are for everyone and that the other commands are just for the Israelites, that's why there was 10 commandments on stone and how many ever other commands, separately.
The "do unto others" i find to be somewhat of common sense, where i think Jesus really shakes up life, is turn the cheek, if they take you tunic, let them have your cloak too, do not worry, love your enemies, and do not judge and etc.These are radically different and if people actually did these, what person could do wrong.
