Virgins can have STDs. People can be born with STDs or contract an STD just by getting it under your nails. You do not have to be sexually active.
Some parents accidently infect their children with diseases like herpes during diaper changes. Unwashed hands can spread diseases just like sexual activity.

If your partner does the same, they are less likely to bring an STD to the marriage. In order for marriage to be just as dangerous as outer-marriage, one first has to engage in the promiscuous behavior this study warns against. That makes the sex habits at fault, not marriage.
Sex will happen. It's a biologic function that the bible condemns. Humans are sexual beings, there's no denying it. When a (hetero) man sees titties, or a hot ass, he will be sexually attracted to it, whether he is a Christian, a Jew, a Muslim, or an atheist. This doesn't mean he will act on it though.
Without sex, life would be pretty meaningless, in my opinion. Sex connects people. It brings them closer together. People need physical contact with each other.
People are going to have sex, no matter what. The thing is, there are things called condoms, and other ways to have "safe sex". Instead of preaching about abstinence, we should teach ways to have safe sex instead.
Seriously, get laid and use proper protection.
