Unbelievers do not make up 100% of the public thus the needs of the religious need to be met by public schools. it is unfair and wrong to force a secular education upon those who do not want it.
if the atheist doesn't like religion in school then they are free to build their own, create their own curriculum, reruit their own teachers and students.
The atheist is free to show the world that their system is the better one by NOT forcing their ways upon those who have rejected it but be educating their students in their own schools on their own dime.
But I doubt that would ever happen as atheists love the educational welfare they receive via the public school system.
