They are basically an agreement of what works best for everyone. Everyone makes a deal with society to outlaw and/or look down on certain things based on those two questions. For example, nobody wants to be murdered, so everyone says "we'll not kill each other, that way everyone is happy. Anybody who breaks this rule by killing or attempting to kill someone will be thrown in jail" For more minor things like lying in an informal situation, it is merely looked down upon for the most part.
