Yes,it certainly can be the response of a petulant child not getting his own way. It can also be the rational response of a pissed off adult.
Indeed,that is the original context of the misquote of Shakespeare ("a plague a both your houses" Romeo and Juliet,act 3,scene 1) :

In my opinion, a rational and appropriate response when faced with two useless politicians/political parties.
