After that light hearted aside -good stuff-, I wanted to touch a little on why overpopulation and population control need to remain separate from ACC. It's not just an issue of concerns over the practicality or ability to legislate/persuade/coerce such things...it's an issue of questionable effect.
Without googling the exact numbers, it's generally accepted that a very small fraction of human beings are consuming a very large amount of our resources rgr? Here in the developed world families with 15 children aren't exactly common. So, if societies that form such a small fraction of our overall population which already (indirectly) control their populations are currently consuming such a vast amount of these resources, and the effects of this consumption is the cause of ACC, then why are you assuming that fewer people would have any effect whatsoever? It isn't the teeming huddled masses with an army of children stripping this place bare. It's those of us with 1.5 children, a two car garage, and a dog (and those teeming huddled masses with children starving are often in the position they are in directly because of or by our influence/indifference). There are already "very few" people consuming resources, due to the control that wealth affords over these resources. This is all that any sort of population control would do, create a situation where there are fewer of us (which doesn't seem to help).

I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies. I am the Queen of Battle. I am what my country expects me to be, the best trained Soldier in the world. In the race for victory, I am swift, determined, and courageous, armed with a fierce will to win. Never will I fail my country’s trust. Always I fight on…through the foe, to the objective, to triumph overall. If necessary, I will fight to my death. By my steadfast courage, I have won more than 200 years of freedom. I yield not to weakness, to hunger, to cowardice, to fatigue, to superior odds, For I am mentally tough, physically strong, and morally straight. I forsake not, my country, my mission, my comrades, my sacred duty. I am relentless. I am always there, now and forever. I AM THE INFANTRY! FOLLOW ME!
