They should have all marriages be done by the state as it is done in France where they allow traditional marriages, homosexual marriages, and polygamous marriages as well.
Then the religious folk can have their own marriage ceremony with their religious center that would adhere to their traditional values. Christians I have met that lived in France actually liked this because, to them, it was further stating their devotion to God to be affirm their vows before their congregation.
If anyone spoke slander against homosexuals in public, they would be accused and found guilty of hate speech. On that same note, a religious organization within the confines of its physicality can deny that a married homosexual couple that decides to attend services is married, but only within that community (I think as of right now, they also have the right to deny anyone from attending service at least in the United States) In public, they must still affirm that they are in fact married.
