In my town - we require ALL people who go door to door to get a license to do so - for non profits it is FREE - but they must still fill out the registration forms and those forms are public.
Unless a person has the license - I simply call the police - regardless of who they claim to be. Failure to have a license will get them a fine.
However - in other places - I have found that talking in a foreign language that they are unlikely to know or have friends who know - is the easiest. (Slavic Languages seem the best for that)
