This is a tough situation and I do not envy you. The biggest problem with discipline in this instance is that all the children will learn is to make sure the adults do not hear it next time.

Like you say, she is not a bad child and does not deserve disciplinary action, but rather a gentle reminder of what is nice and what is not. I would not even use the word "bad".
