Actually it hasn't "Old tyre" hasn't been rebuilt. The ruins of the city remains. The sea port has been rebuilt and has been since Named tyre.
God did not curse the very name of the city. He cursed the Inhabitants and all they built. Which they are dead, and their glorious city either lays at the bottom of the ocean or in ruins next to the New city of Tyre.

14 I will make you a bare rock, and you will become a place to spread fishnets. You will never be rebuilt, for I the Lord have spoken, declares the Sovereign Lord.

Exactly! 2/3's of the city is at the bottom of the ocean, (A good place to spead a fish net) and only the ruins remain. Only a old stubborn ass would deny this truth! The only thing reused was the name Tyre! Even the foundations of the old city were abandoned.
