Understand we are talking about 3 cities. Old tyre that Ezk condemned, Tyre that existed at the time of Christ or the Roman ruled/built (which the ruins can still be found) and New Tyre the modern city that was built on the causeway created by the sea currents depositing sand on the ruins of Old tyre that Alexander the great cast into the sea trying to reach the Old sea port of tyre. New development can also be found on northern most part of the pensula.
Old Tyre was completely taken down brick by brick as the Prophecy descibes and thrown into the sea by alexander the great. They made a causeway from the stones that were once made up the old city of tyre. They did this so they could march out and attack the sea port. The thing is they did not have enough material to reach the seaport of tyre Even after they took every stone that was old tyre and cast it into the sea. (which contained the majority of the well to do residents of Old Tyre and was where they stored all their valuables while under the threat of attack) So it was a vauable target. That is why one of Alexander the Great's generals reattacked the seaport after he died. The reason Old tyre was never rebuilt on it's orginal foundations was because better ground (harder to attack was located just north of the old cities location on the main land.) This was used by the Romans to build the existing ruins. In more modern times the Cause way was used to build what is considered Tyre now.
"From the north I am going to bring against Tyre Nebuchadnezzar king of Babylon, king of kings, with horses and chariots, with horsemen and a great army....They will plunder your wealth and loot your merchandise; they will break down your walls and demolish your fine houses and throw your stones, timber and rubble into the sea." ...Nebuchadnezzar did not do this. It did not say simply that Nebechadnezzar would attack and later the city would be consumed, it said that Nebuchadnezzar's men would send it into the sea themselves.
