Well, what the ULC is, is basically an organisation that allows people to become ordained ministers for free without regards to their actual beliefs; anyone of any religious belief can become a ULC minister. All they need to do is fill out a form on ulc.net, and you can become qualified to marry people; That's pretty much the whole point of the ULC. You can get ordained for free, but you can also get a doctorate for $20; That's what Dr. Hunter S. Thompson did, but I never felt the need to upgrade, FWIW.

And so, when Illinois fully legalises gay marriage, and Kathie and Nikki (my Lit teacher and her girlfriend), decide to upgrade their marriage for a third time (IL Civil union to NY Marriage to IL Marriage), they know who to call, and the big thing would be to craft a ceremony that wouldn't be as boring as many marriages are today.

TL;DR: It's an organization that allows anyone to become an ordained minister for free. Sort of like a diploma mill, except that the US seems to actually recognise its power to ordain. No catch, no charge, no dogmas.
