Here, every lokal magistrate has to, in a cross party effort, determin the number and adress of every person allowed to vote.
These lists are sent to the state magistrate - which sends a letter with a notice to each person who can legaly vote, until a certain date.
If at that date you have not received the note you are supposed to get the note from your local magistrate, with a identity card - any would do, eaven the membership card of some club, as long as it proves your identety. If you dont have a ID, bring your birthcertificate and your magistrate will make you a ID. Voters abroard will be noted by their embessy, have to fill out their ballot paper in the embessey, which is then sent to your hometowns magistrate where it is thrown into the ballot.
the special note you got sent by your state magistrate - you have to take with you when you vote to prove your identety and legal voting right.
technical not-voting, is a criminal offense, in the code of law.
but the presidents first action after each election is to officialy pardon all those who didn`t vote.
