the special note you got sent by your state magistrate - you have to take with you when you vote to prove your identety and legal voting right.
technical not-voting, is a criminal offense, in the code of law.
but the presidents first action after each election is to officialy pardon all those who didn`t vote.
i`d have to look it up in detail but voter disenfranchisment is a criminal act here.
voter fraud is prohibited through the count, every single ballot papers vote has to be seen by every single ballot counting representative of the local parties, a representative from the magistrate and the police.
the laws on which votes are counted and which are not are very strict and clear here.
Germany has mandatory voting, right? America has only one law and that's the "no religous test" should be held against someone, originally only 35 year old, property owning, white males could vote. An republicans want to keep it that way

currently nazi's (whooops, I mean Republicans) are fighting for the state's "right to discriminate" based on race and religion and are attempting to repeal the civil rights act and the voting rights act.
