I'm pretty sure I already addressed this, but I'll reexamine it.
Deuteronomy 30:11-20
The Offer of Life or Death
11 Now what I am commanding you today is not too difficult for you or beyond your reach. 12 It is not up in heaven, so that you have to ask, “Who will ascend into heaven to get it and proclaim it to us so we may obey it?” 13 Nor is it beyond the sea, so that you have to ask, “Who will cross the sea to get it and proclaim it to us so we may obey it?” 14 No, the word is very near you; it is in your mouth and in your heart so you may obey it.
15 See, I set before you today life and prosperity, death and destruction. 16 For I command you today to love the Lord your God, to walk in obedience to him, and to keep his commands, decrees and laws; then you will live and increase, and the Lord your God will bless you in the land you are entering to possess.
17 But if your heart turns away and you are not obedient, and if you are drawn away to bow down to other gods and worship them, 18 I declare to you this day that you will certainly be destroyed. You will not live long in the land you are crossing the Jordan to enter and possess.
19 This day I call the heavens and the earth as witnesses against you that I have set before you life and death, blessings and curses. Now choose life, so that you and your children may live 20 and that you may love the Lord your God, listen to his voice, and hold fast to him. For the Lord is your life, and he will give you many years in the land he swore to give to your fathers, Abraham, Isaac and Jacob.

27 But Manasseh did not drive out the people of Beth Shan or Taanach or Dor or Ibleam or Megiddo and their surrounding settlements, for the Canaanites were determined to live in that land. 28 When Israel became strong, they pressed the Canaanites into forced labor but never drove them out completely. 29 Nor did Ephraim drive out the Canaanites living in Gezer, but the Canaanites continued to live there among them. 30 Neither did Zebulun drive out the Canaanites living in Kitron or Nahalol, so these Canaanites lived among them, but Zebulun did subject them to forced labor. 31 Nor did Asher drive out those living in Akko or Sidon or Ahlab or Akzib or Helbah or Aphek or Rehob. 32 The Asherites lived among the Canaanite inhabitants of the land because they did not drive them out. 33 Neither did Naphtali drive out those living in Beth Shemesh or Beth Anath; but the Naphtalites too lived among the Canaanite inhabitants of the land, and those living in Beth Shemesh and Beth Anath became forced laborers for them. 34 The Amorites confined the Danites to the hill country, not allowing them to come down into the plain. 35 And the Amorites were determined also to hold out in Mount Heres, Aijalon and Shaalbim, but when the power of the tribes of Joseph increased, they too were pressed into forced labor. 36 The boundary of the Amorites was from Scorpion Pass to Sela and beyond.
The Israelites didn't drive out (physically) the people of certain lands, but managed to enslave them after becoming stronger.
Judges 2:1-5
The Angel of the Lord at Bokim
2 The angel of the Lord went up from Gilgal to Bokim and said, “I brought you up out of Egypt and led you into the land I swore to give to your ancestors. I said, ‘I will never break my covenant with you, 2 and you shall not make a covenant with the people of this land, but you shall break down their altars.’ Yet you have disobeyed me. Why have you done this? 3 And I have also said, ‘I will not drive them out before you; they will become traps for you, and their gods will become snares to you.’”
4 When the angel of the Lord had spoken these things to all the Israelites, the people wept aloud, 5 and they called that place Bokim.[a] There they offered sacrifices to the Lord.
An angel is disappointed that the people made a covenant with someone in the lands given to them, and says that he will not (physically) remove the people so that their false gods might erode the faith of the Israelites and doom them.
Judges 2:11-15
11 Then the Israelites did evil in the eyes of the Lord and served the Baals. 12 They forsook the Lord, the God of their ancestors, who had brought them out of Egypt. They followed and worshiped various gods of the peoples around them. They aroused the Lord’s anger 13 because they forsook him and served Baal and the Ashtoreths. 14 In his anger against Israel the Lord gave them into the hands of raiders who plundered them. He sold them into the hands of their enemies all around, whom they were no longer able to resist. 15 Whenever Israel went out to fight, the hand of the Lord was against them to defeat them, just as he had sworn to them. They were in great distress.
The Israelites worshipped false gods, and suffered military defeat as a result.
There are few things that should be noted. First, the coveneant in question is most likely the treaty that the Gibeonites tricked the Israelites into agreeing to in the book of Joshua. It should also be noted that the woshiping of false gods occured after Judah's death.
Judges 2:10-11
After that whole generation had been gathered to their ancestors, another generation grew up who knew neither the Lord nor what he had done for Israel. 11 Then the Israelites did evil in the eyes of the Lord and served the Baals.
However, this refers to military failure altogether, not simply the failure of driving out the native people. It should be noted that there is a big difference in this case. God promised to disposses the enemy of their lands, but not to drive them out (physically). Drive out has been taken to mean 'disposses' in this context, as the original Hebrew can attest. However, it sometimes refers to a physical driving out as well. How can we know which is which? Let's look at the second quote again:

Here, it is made very clear that the Israelites lived among the native people, often putting them into slavery. However, look at this passage:
Judges1:19-21
The Lord was with the men of Judah. They took possession of the hill country, but they were unable to drive the people from the plains, because they had chariots fitted with iron. 20 As Moses had promised, Hebron was given to Caleb, who drove from it the three sons of Anak. 21 The Benjamites, however, did not drive out the Jebusites, who were living in Jerusalem; to this day the Jebusites live there with the Benjamites.
This is the strange thing: this one passage does not have the "but they enslaved them" disclaimer. Why? Because they didn't; they somehow failed to conquer the plains for no logical reason.
Now, I know that the passage

will be used against me, but I would like to point out a few flaws. It says that the Israelites were prevented from coming into the plain [that Judah couldn't conquer] but it says that the Amorites were determined to hold out in Mount Heres, Aijalon and Shaalbim, which could be taken to mean that they still lived alongside the Israelites. Why couldn't Judah get into the plain? "Maybe he could", one might say, "after he enslaved the Amorites he might have been able to go into the plain". That might be true, but here is the weird thing: it says the Amorites were enslaved "when the power of the tribes of Joseph increased". Does this mean that their god given power was inadequete before? They could not first so much as disposses the plains until now, if we assume that is what happened, and it looks like god wasn't responsible.
