People should be required to receive regular education about road safety. (I'm probably a hypocrite here; I'll never get the wisdom of merging late into my skull.)
Other than performing stunt driving techniques, I think you'll learn a lot more about how to drive from driving than you will from attending a class.
It's like saying, "Man, these Americans have been living in Mexico and speaking Spanish there for 10 years. If they really wanted to learn how to speak Spanish, they should take a class in it!"
