Weren't you listening? People are not remotely aware of what they might do under the influence of a "class 4 narcotic" XD I'd bet most of them drink without even considering the completely unknowable possible consequences to their drinking. Hence we have people waking up next to newly pregnant cows they've never seen in their lives, without remembering what they did the night before and a baseball bat with glass splinters embedded into it in their corner, and with untold damages to their car which might as well have come from aliens

People also (as a rule) do not bear the responsibility for their actions. They blame all manners of things, from themselves, to alcohol, to other people, to the next door neighbor's dog and their evil children. Whatever guilt people may (or may not!) feel is utterly irrelevant as to whether or not they are responsible (or taking responsibility). Listen next time
