Coming in late, and clearly the topic has wandered, but I'm familiar with a certain group of Muslims, Bantu refugees from Somalia, and found them to be exceptionally modest and serious about no sex before marriage. I've never noted a single girl pregnant before marriage...her entire family would be shamed, and shunned, to the point of them having to move. The girls don't let boys hug them because it could lead to kissing. The boys would bring similar shame if they were discovered to be having sex.
I've seen similar in a particularly tight-knit conservative African-American Christian community, to the point of no kissing before marriage. It's unsusual, but it exists.
I would say that it takes a close and committed religous community that overlaps families and friendships and highly values saving sex for marriage. It pretty much has to be your world. And of course, it won't be 100%, I'm just saying that there are groups where you CAN tell abstinence before marriage is taken really seriously.
