It's typically used as a derogative, of course. And males are readily declarable as 'feminine', which is neutral, and often intended as a positive value

Someone not grasping intent as it relates to the english language ≠ someone else's wording refuting their argument. Of the three terms I pulled, foppish was by far the weakest... neither effeminacy nor femininity is necessarily of either gender (however often it be used towards either one)... but foppishness only occurs in a dandy, a glamour boy, and a 'snappy dresser'
