Except that he does support those policies. I mean you are free to believe that he's being complacent for political reasons, but I think when he called for more troops in Afghanistan throughout his first term, that's a pretty clear signal about how he feels on foreign policy. He makes clear statements about America's place in the world. Many other pacifists chose to believe that he is doing some sort of nod and wink in their direction (while drones target American citizens in Pakistan) but I take him for face value on his statements. Certainly they coincide with how policy actually plays out.
I don't think many of his political beliefs are based on rationality. The more I think about it, the more I think he probably is genuine about his unrational religious beliefs as well.
