Honestly, this system seems like an unnecessarily cruel way to discover which of our members are blind... but due to number of visually impaired forumgoers: it would end up being incredibly unwieldy.

They are not charismatic, therefore they are annoying, boring, or otherwise unpleasant enough to have not accumulated much reputation.
Were it otherwise, they would be drowning in positive rep (you'll note that every one of the top-rated members is charismatic to a significant degree?)
