Which raises the question of where the conscience comes from? Christians generally believe an innate sense of right and wrong is part of God's Provision. The bible serves as a anchor and guide to refining the conscience. It is not the source itself, just information about the ultimate source of morality.
That does not exclude the possibility that the conscience was formed by an evolutionary process. In naturalism the evolutionary selection process is blind and its results are amoral, hence conscience itself and reasoning based upon it would not be a dependable source. In Christian thought the evolution has a built-in teleology. It conforms to a predetermined end, i.e. that all sentient beings will come to recognize a rational moral order to the universe.
