Well, they can't be falsified... because then they wouldn't be true 
It seems logical that part of the rape is in establishing the conditions one requires to perform the action... another in deciding wether or not to perform the action... and still a third in the selection of a target.
Same thing with theft... and murder... and with every other crime. This is why I note that Observation (noticing conditions to be a certain way) precedes Opportunity (deciding wether to take action based off of what one has just noticed, and selecting whom/what to target) precedes Operation (the action itself).
Observation > Opportunity > Operation... a pretty simple system I think. As far as I can see... this is responsible for just about every one of our 'conscious' decisions
